Further details on expanded telecommute policy
Dear Cal State East Bay community,
As part of our ongoing effort to strengthen student service, operational effectiveness, and workplace flexibility, I am writing today as promised with a follow-up to my message dated March 26, 2026, regarding expansion of our telecommute policy to two remote days for eligible campus positions. The list below outlines those positions whose job duties cannot be completed remotely as well as some positions where potential remote work is limited.
If your job is not listed below, you are eligible for up to two remote workdays per week, effective immediately, with the following caveats. Eligibility is determined by job duties, not job titles, and must be applied consistently within units.
- Must have a satisfactory or above performance evaluation.
- Must ensure needs of the unit and needs of students are met. Units must maintain consistent in-person coverage and timely service for students and campus partners.
- Supervisors determine which two days of the week are allowed, based on unit needs. Supervisors should apply these guidelines consistently across comparable roles and consult with division leadership when questions arise.
- There must be an adequate amount of remote work available for employee to perform on remote workdays; must meet full-time requirement.
- Managers and supervisors of remote workers will designate one mandatory in-person day per week so that all employees are present on that day.
- If an employee works in a building that is closed Fridays during the summer for energy conservation, Friday will count as one of the two remote workdays.
- Supervisors will maintain the required supervision of students when scheduling remote work.
- The “Strong Start” programs will continue, meaning all student facing programs and units will be required to work in-person the week before and the week after the first day of classes.
- In units with small numbers of employees and a high degree of student-facing work, supervisors may not be able to approve two remote workdays per week even if your position is not listed below.
I appreciate the commitment our staff have shown in balancing flexibility with strong service to our students. Again, I am happy to expand telecommuting to two days per week wherever feasible without sacrificing gains made in service to students (and prospective students) and in our on-campus student experience.

Bargaining Units Not Recommended for Telecommuting
The following units are generally not suitable for telecommuting due to the hands-on nature of their work, including direct service delivery, campus maintenance, or safety responsibilities: Units 1, 2, 5, 6, and 8.
Unit 1 – Union of American Physicians and Dentists
Telecommuting has not typically been approved for this unit. Current classification:
- Physician
Unit 2 – Health Care Support
All classifications are not recommended for telecommuting due to the need for in-person interaction. Current classifications include:
- Athletic Trainer
- Clinical Assistant
- Head Athletic Trainer
- Health Education Assistant
- Health Educator
- Medical Assistant
- Registered Nurse
- Nurse Practitioner
- Licensed Vocational Nurse
- Pharmacist
- Phlebotomist/Clinical Lab Assistant
Unit 5 – Operations Support Services
All roles are ineligible for telecommuting due to the physical nature of the work. Current classifications include:
- Custodian
- Groundsworker
- Irrigation Specialist
- Laborer
- Lead Custodian
- Lead Groundsworker
- Pest Control and Spray Specialist
- Tree Trimmer
- Warehouse Worker
Unit 6 – Teamsters Local 2010
All classifications are ineligible for telecommuting, as duties involve maintaining and servicing campus facilities and cannot be performed remotely. Current classifications include:
- Air Conditioning/Refrigeration Mechanic
- Auto/Equipment Mechanic
- Building Service Engineer
- Electrician
- Facilities Control Specialist
- Facilities Maintenance Mechanic
- Facilities Project Supervisor
- Facilities Worker
- Painter
- Plumber
- Supervising Building Service Engineer
- Supervising Electrician
- Supervising Painter
- Supervising Plumber
- Supervising Locksmith
Unit 8 – Statewide University Police Association
All roles are ineligible for telecommuting due to responsibility for campus safety. Current classifications include:
- Corporal
- Police Officer
- Sergeant
Unit 11 – Academic Student Employees
Not eligible for telecommuting.
Unit 15 – Student Assistants
Not eligible for telecommuting.
Bargaining units that may be eligible for some telecommuting include Units 4, 7, and 9, provided that employees are not in customer-facing roles where regular, in-person interaction (such as daily walk-in traffic) is a significant part of their responsibilities.
Unit 4 – Academic Professionals of California
Certain departments provide in-person, front-facing services and may not be suitable for two days telecommuting, including:
- Student Outreach (Perry’s Nest)
- Veteran Student Services
Unit 7 – Clerical/Administrative Support Services
The following classifications and roles are generally not appropriate for two days telecommuting due to their in-person, customer service-oriented duties:
- Accounting Technician (typically in the Cashier’s Office)
- Administrative Support Assistant (front desk/reception roles)
- Administrative Support Coordinator (front desk/reception or specialized departmental support roles)
- Community Service Specialist (UPD)
- Health Services Assistant (Student Health Services)
- Property Clerk (Shipping & Receiving)
- Stock Clerk
Unit 9 – Technical Support Services
The following classifications should not typically be eligible for two days telecommuting due to the nature of their work assignments:
- Administrative Analyst/Specialist – Limited to forward facing customer service focused positions where daily interaction with customers. (e.g. Housing, Facilities)
- Instructional Support Assistant
- Instructional Support Technician
- Laboratory Assistant
- Library Services Specialist
